For a long time, the coastal areas of China have been plagued by a large number of small workshops that process solid waste, becoming a breeding ground for "foreign garbage." To change this chaotic situation, China officially implemented "regional management" in 2005. Recent investigations by authoritative media in many places have found that, over the past ten years, some parks have solved the problems of small, scattered, and chaotic operations of some recycled resource processing enterprises through full-process tracking and closed-loop management. However, challenges remain. Small solid waste dismantling workshops outside some parks continue to operate, and some still use backward technologies such as incineration. Many enterprises are reluctant to enter the parks, while, on the other hand, enterprises within the parks are facing insufficient business and operational concerns.
