A seminar on policies and standards for China's rare and precious metals industry was held in Beijing

The "National Recycling Industry Conference," hosted by the China Association of Recycled Materials, was held in Beijing on July 22 and 23. A sub-conference, the "China Precious Metal Recycling Industry Policy and Standard Seminar," organized by the Precious Metal Recycling Special Committee, was held concurrently. The conference invited guests including Zhai Yong, director of the Legal Affairs Office of the National People's Congress Standing Committee's Environmental and Resources Protection Committee; Ma Rong, deputy director-general of the Department of Circular Economy and Energy Conservation of the National Development and Reform Commission; Ling Jiang, director of the Center for Solid Waste and Chemicals Management of the Ministry of Ecology and Environment; Hu Hualong, deputy director of the same center; Zheng Yang, director of the Hazardous Waste Management Department of the same center; Ding Yifan, deputy director of the World Development Institute of the Development Research Center of the State Council; and Zheng Hui, director of the Energy Conservation Office of the Department of Circulation Development of the Ministry of Commerce, to interpret industry policies and regulations.

A sub-conference, the "China Precious Metal Recycling Industry Policy and Standard Seminar," hosted by the Precious Metal Recycling Special Committee, was held concurrently. The conference invited guests including Zhai Yong, director of the Legal Affairs Office of the National People's Congress Standing Committee's Environmental and Resources Protection Committee; Ma Rong, deputy director-general of the Department of Environmental Protection of the National Development and Reform Commission; Ling Jiang, Hu Hualong, and Zheng Yang, director and deputy directors of the Ministry of Environmental Protection's Solid Waste and Chemicals Management Center; Ding Yifan, deputy director of the World Development Institute of the Development Research Center of the State Council; and Zheng Hui, director of the Energy Conservation Office of the Department of Circulation Development of the Ministry of Commerce, to interpret industry policies and regulations. 
Representatives from major member companies, including China Petrochemical Precious Metals Company, Guirenpolymetal (Yimen) Company, Heraeus Metal Shanghai Company, American Saben Metal, BASF Metal Shanghai Company, Tonghua Enterprise Management Company, Zhejiang Teli Recycling Resources Company, Jiangxi Zili Environmental Protection Company, Xuzhou Haotong New Materials Company, Beijing Institute of Mining and Metallurgy Xuzhou Branch, Umicore Management Shanghai Company, Shaanxi Ruike Company, Jiangxi Hanshi Precious Metals, Jinchuan Precious Metals Factory, Tianjin Platinum Technology Company, Yunlong Platinum Precious Metals Company, Guangzhou Bozhirui Metal Recycling Company, Jiangxi Deli Metal Company, Jiangsu Zhongming New Materials Company, and Jiangxi Fenghe Precious Metals Company, and Jiangxi Yintaile Technology Company attended the seminar. In addition, three representative companies and experts from the industry were specially invited to attend the meeting. Several experts from the Ministry of Environmental Protection's Solid Waste Center attended the meeting as observers. Zheng Yang, director of the Hazardous Waste Management Department, answered questions about environmental protection policies in the precious metals industry and further explained future environmental management in the precious metals industry. 

Bian Jiang, vice chairman and secretary-general of the Precious Metals Committee, presided over the seminar. He presented a work report for the first half of 2017 and work arrangements for the second half to member units, and explained the organizational adjustments. Four new organizations were officially established: the Expert Academic Committee, the Rare Metal Committee, the Advisory Committee, and the Standards Committee. These organizations will primarily be operated and managed by member units. He congratulated the newly joined member units and made requests to three companies that did not meet the membership requirements, hoping that they would meet the qualifications of the Precious Metals Special Committee and join the organization soon.

Vice Chairman Bian Jiang introduced the current policy and financial environment of the industry, as well as the current major industry conditions, prominent problems, and development trends. He announced that the 11th China Precious Metal Recycling International Forum will be held in Hainan from November 5 to 7. A visit to the well-managed China Petrochemical Hainan Refinery is also scheduled during the conference.
Yuan Zhiwei, general manager of China Petrochemical Precious Metals Company, gave a framework explanation of the standard for the recovery and refining of waste catalysts in the petrochemical industry, which was organized by the Precious Metal Recycling Committee and led by Sinopec. Yuan Zhiwei stated that the formulation of this standard will inevitably have a significant and far-reaching impact on the industry. For the sake of industry regulation, Sinopec has the responsibility and obligation to undertake this important task. Sinopec Catalyst Company and Precious Metals Company, Maoming Petrochemical, Yangzi Petrochemical, Zhenhai Refinery, Hainan Refinery, and Huizhou Petrochemical, and other major refineries will participate in the standard formulation, and senior experts will be assigned to be specifically responsible for drafting the standard. The Precious Metal Recycling Committee will also arrange for qualified companies to participate in the relevant standard formulation work.

Regarding the current hot topic in the precious metal recycling industry—standards related to the recovery and disposal of automotive three-way catalysts— Xiong Qingfeng, chairman of Guirenpolymetal (Yimen) Company, the lead drafting unit, gave a brief explanation, and Li Kun, general manager of Guirenpolymetal DSM, gave a framework interpretation and conducted a feasibility analysis of future development plans.
The meeting conducted a comprehensive and in-depth discussion on standards related to the recovery and disposal of petrochemical catalysts and three-way catalysts. It was unanimously agreed that the standards are an urgent matter for the industry, are of great significance, and are related to the healthy and orderly development of the industry. They will have a positive impact on the future pattern of the precious metals industry. Standard development will be a long-term and continuous process, must be suitable for industry development, and must be widely applicable, practical, and operable. Suggestions were made regarding the participating organizations, processes, categories, and depth of standard development. After the dinner, representatives continued to discuss several meeting topics in depth until late at night. 

During the meeting, some representatives also participated in the hazardous waste disposal sub-conference, the electronic waste sub-conference, and the scrapped vehicle conference of the plenary session, and signed cooperation agreements on the recovery and disposal of three-way catalysts with scrapped vehicle companies.
