The Ministry of Environmental Protection has approved in principle the General Rules for the Identification of Solid Waste

On April 1, Minister Chen Jining, head of the Ministry of Environmental Protection, presided over a standing committee meeting of the Ministry of Environmental Protection, where the "General Rules for Solid Waste Identification (Draft for Approval)" and the "Pollution Control Standard for Polychlorinated Biphenyl Wastes (Revision of GB 13015-91, Draft for Approval)" were reviewed and approved in principle. The meeting pointed out that solid wastes are numerous and complex in nature, and solid waste identification is an important basis for environmental management by environmental protection departments at all levels. With the in-depth development of solid waste management, the current "Guidelines for Solid Waste Identification (Trial Implementation)" can no longer meet the needs of current environmental management, and it is urgently necessary to establish, by law, more guiding and operable standards for solid waste identification.

The "General Rules for Solid Waste Identification (Draft for Approval)" uses the current "Guidelines" as a reference, further refining and clarifying the principles, procedures, and methods for determining solid waste. This is beneficial for the identification of hazardous waste, strengthening the management of imported waste, reducing environmental pressure, and lessening environmental risks. The "General Rules" mainly includes aspects such as scope of application, identification of solid waste based on sources, identification of solid waste during the utilization and disposal process, substances not managed as solid waste, and substances not managed as liquid waste. The meeting decided that the "General Rules for Solid Waste Identification (Draft for Approval)" will be issued and implemented after further revision. The meeting stated that the current "Pollution Control Standard for Polychlorinated Biphenyl Wastes" was issued in 1991 and is no longer suitable for China's current laws and regulations, international conventions, and technological updates. Many issues need to be addressed in the revision of the standard. This revision redefines polychlorinated biphenyl waste, adds category regulations for polychlorinated biphenyl waste, and includes requirements for cleaning, packaging, harmless treatment and disposal, environmental monitoring, and safety protection and emergency response. It implements the concept of full-process management of hazardous waste, incorporating all aspects where polychlorinated biphenyl diffusion may occur into the scope of standard control. The revised standard will clarify the managed objects and classification and disposal, which will help control secondary pollution caused by polychlorinated biphenyl waste during excavation and transportation and environmental risks during harmless treatment. The meeting decided that the "Pollution Control Standard for Polychlorinated Biphenyl Wastes (Revision of GB 13015-91, Draft for Approval)" will be issued and implemented after further revision.

         会议表示,现行的《含多氯联苯废物污染控制标准》于1991年发布,已不适应我国现行法律法规、国际公约履约及技术更新的要求,诸多问题有待在标准修订中予以解决。本次修订重新定义了含多氯联苯废物的定义,增加了含多氯联苯废物的类别规定,清理、包装、无害化处理处置、环境监测以及安全防护与事故应急的要求,贯彻危险废物全过程管理的理念,将可能发生多氯联苯扩散的各个环节均纳入标准控制范围。修订后的标准将明确管理对象和分类处置,有利于控制含多氯联苯废物在挖掘、运输等过程中造成的二次污染和无害化处理过程中的环境风险。会议决定,《含多氯联苯废物污染控制标准(修订GB 13015-91 报批稿)》经进一步修改后发布实施。
