The Ministry of Environmental Protection releases the "13th Five-Year Plan" National Hazardous Waste Standardization Management Supervision and Assessment Work Plan

To implement the Outline of the 13th Five-Year Plan for National Economic and Social Development and the 13th Five-Year Plan for Ecological and Environmental Protection, and to consolidate and deepen the achievements of the supervisory and assessment work on the standardized management of hazardous waste, the Ministry of Environmental Protection, after widely soliciting and studying the opinions of environmental protection departments (bureaus) and environmental protection supervision centers in various provinces (autonomous regions and municipalities), recently issued the "13th Five-Year Plan" National Hazardous Waste Standardized Management Supervision and Assessment Work Plan (hereinafter referred to as the "13th Five-Year Plan").
During the 12th Five-Year Plan period, various provinces, in accordance with the requirements of the "12th Five-Year Plan" National Hazardous Waste Standardized Management Supervision and Assessment Work Plan (hereinafter referred to as the "12th Five-Year Plan"), improved environmental regulations and systems for hazardous waste, implemented government regulatory responsibilities and corporate main responsibilities, continuously improved the informatization level of hazardous waste environmental supervision, actively promoted the standardization of hazardous waste generation and operation units, and effectively reduced environmental pollution and environmental safety hazards.
The "13th Five-Year Plan" addresses issues identified in the supervision and assessment of standardized management during the "12th Five-Year Plan", such as insufficient attention to hazardous waste management, structural supply and demand contradictions in disposal capacity, inadequate implementation of corporate main responsibilities, and weak management foundation and capacity. It puts forward requirements in key areas such as improving the management system, increasing management efforts, promoting refined management, and strengthening environmental risk prevention and control. Compared with the "12th Five-Year Plan", the "13th Five-Year Plan" First, further implements corporate main responsibilities. It requires that problems found in the assessment be linked to environmental law enforcement work, and that where conditions permit, the assessment results can be included in the social credit records of market entities. Second, further strengthens government and departmental regulatory responsibilities. It encourages the integration of hazardous waste standardized management supervision and assessment work into daily environmental supervision work, combined with the "double random" inspection system, to further strengthen assessment efforts. It formulates the Assessment Indicators for Hazardous Waste Standardized Management Supervision and Assessment Work (hereinafter referred to as the "Assessment Indicators") to assess provinces (autonomous regions and municipalities). It requires that various provinces (autonomous regions and municipalities) include hazardous waste standardized management supervision and assessment in the indicator system for local environmental protection performance assessment, and comprehensively use measures such as public criticism, publicly supervised handling, and interviews with government leaders to urge local governments and departments to implement regulatory responsibilities. Third, establishes a tiered assessment mechanism. Provinces (autonomous regions and municipalities) are mainly responsible for organizing assessments, and the national level conducts spot checks on the national standardized management situation. The assessment methods are clarified: the national level assesses provinces according to the "Assessment Indicators"; provinces refer to the "Assessment Indicators", combine them with their own actual situations, and adjust the indicators appropriately to assess cities; the assessment of waste-generating units and operating units is conducted in accordance with the "Indicator System for Standardized Management of Hazardous Waste" (Environmental Protection Office [2015] No. 99), highlighting problem records during inspections and filling out the "Basic Information Record Form for Inspected Units". Fourth, highlights assessment priorities. When formulating the annual work plan for supervision and assessment, key waste-generating units and other waste-generating units should be identified according to the assessment requirements, with an emphasis on assessing operating units and key waste-generating units, and clarifying the identification requirements for key waste-generating units.
During the 13th Five-Year Plan period, the Ministry of Environmental Protection will continue to use hazardous waste standardized management supervision and assessment work as a lever to further implement the environmental supervision responsibilities of local governments and relevant departments at all levels, promote the construction of hazardous waste environmental supervision capacity, promote waste-generating units and hazardous waste operating units to implement relevant laws, regulations, and standards, comprehensively improve China's hazardous waste standardized management level, and prevent environmental risks.
