Notice on Recommending the Fourth Batch of Green Manufacturing List
To the industrial and information technology departments of all provinces, autonomous regions, municipalities directly under the Central Government, separately planned cities, and the Xinjiang Production and Construction Corps; relevant industry associations; and relevant units:
To implement the "Industrial Green Development Plan (2016-2020)" and the "Implementation Guidelines for the Green Manufacturing Project (2016-2020)", accelerate the construction of a green manufacturing system, continue to create advanced models of green manufacturing, and lead the green transformation of industrial sectors, in accordance with the requirements of the "Notice of the Office of the Ministry of Industry and Information Technology on the Implementation of Green Manufacturing System Construction" (Gong Xin Ting Jie Han [2016] No. 586, hereinafter referred to as the "Notice"), the recommendation work for the fourth batch of green manufacturing lists is underway. The relevant matters are notified as follows:
I. Work Procedures
Please, based on the implementation plan for the construction of the green manufacturing system in your region, and in full consideration of the relevant work on green manufacturing system integration, follow the recommendation procedures clearly defined in the "Notice," and refer to the requirements for the recommendation work of the first three batches of green manufacturing lists, to organize enterprises (including central enterprises, hereinafter the same), parks, etc., to earnestly carry out the application work, and quickly determine the recommended list of the fourth batch of green factories, green design products, green parks, and green supply chain management enterprises in your region. Please submit the application materials (project summary table, individual application materials, etc., see Attachments 1-5) to our Ministry (Department of Energy Conservation and Comprehensive Utilization) by April 15, 2019. Three paper copies of the materials are required, along with an electronic version.
At the same time, please strengthen the guidance, supervision, and management of the relevant units and third-party evaluation agencies in the first three batches of green manufacturing lists. For units that no longer meet the green manufacturing evaluation requirements, please promptly report the relevant information to our Ministry. Our Ministry will further strengthen supervision and dynamically adjust the green manufacturing list according to the actual situation.
II. Relevant Requirements
(1) Green Factories
Encourage the selection of a batch of enterprises with a good foundation and strong representation in industries where the level of green development needs to be further strengthened, according to the characteristics of the regional industrial structure, to carry out the creation of green factories [refer to the "General Rules for Green Factory Evaluation" (GB/T36132-2018) and the relevant requirements for green factory evaluation in the "Notice"]. Please promote the creation of green factories in accordance with the target plan of the green manufacturing system construction implementation plan formulated by each region.
(2) Green Design Products
Please log on to the website of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology to view the "Green Design Product Standard List" for the scope of application and corresponding standards for this batch of green design products. Applied products are limited to those specified in the list. Prepare a self-evaluation report for green design products according to the specific requirements of the standard. The evaluation work will be based on the paper application materials. To improve the standardization of the evaluation work, it is encouraged to submit relevant materials simultaneously through the Green Manufacturing Public Service Platform (www.gmpsp.org.cn).
(3) Green Parks
The focus of green park construction is provincial-level and above industrial parks with product manufacturing and energy supply as their main functions, an industrial added value accounting for more than 50%, a legally defined boundary and scope, and a unified management agency. Please select a batch of industrial parks with a good industrial foundation, complete infrastructure, and high green level for application (refer to the relevant requirements for green park evaluation in the "Notice"). Pilot units of national low-carbon industrial parks are encouraged to carry out green park construction. Each region should recommend no more than three green parks.
(4) Green Supply Chain
The demonstration application scope of green supply chain management enterprises covers core manufacturing enterprises with strong representation, significant influence, strong operating strength, and a good foundation in green supply chain management in industries such as automobiles, aerospace, electronics and electrical appliances, communications, large-scale complete sets of equipment machinery, textiles, and building materials (refer to the relevant requirements for green supply chain evaluation in the "Notice").
III. Relevant Requirements for Third-Party Evaluation Agencies
Third-party agencies carrying out evaluations related to the green manufacturing system should meet the following basic conditions:
(1) Enterprises, institutions, and industry associations registered within the People's Republic of China with independent legal person qualifications, with experience and capabilities in conducting relevant evaluations.
(2) Having a fixed office location and office conditions for conducting evaluations, and a sound financial management system.
(3) Having at least 10 full-time staff with intermediate professional titles or above engaged in green evaluation, of whom at least 50% are senior professional staff in related fields such as energy, environment, ecology, and system evaluation; evaluation agency personnel should abide by national laws and regulations and evaluation procedures, and be familiar with relevant green manufacturing policies and standards.
(4) Having the ability to conduct evaluations in the fields of green factories, green parks, and green supply chains, having led or participated in green manufacturing-related reviews, verifications, evaluations, or provincial-level and above scientific research projects in the past five years, or the formulation of national and industry standards, and the formulation of green manufacturing-related policies.
The evaluation work of the green manufacturing system is independently commissioned by the applicant enterprise or park to a third-party agency. Third-party agencies can refer to the "Reference Procedure for Green Manufacturing System Evaluation" (Gong Xin Ting Jie Han [2017] No. 564) to conduct the evaluation work. Third-party agencies are responsible for the authenticity of the evaluation results. In the evaluation report, they should explain each item of the aforementioned basic conditions of the evaluation agency and provide relevant supporting materials, and maintain independence from the self-evaluation activities of the applicant entity, and should not participate in the writing of the self-evaluation report. To improve the quality of evaluation, the total number of green manufacturing system evaluation projects (including green factories, green parks, and green supply chains) undertaken by third-party agencies under the same legal person (including related enterprises and institutions) in this batch shall not exceed 15. At the same time, to enhance the self-discipline awareness of third-party agencies and facilitate the selection of excellent agencies by enterprises and parks, third-party agencies are encouraged to make self-declarations and display relevant supporting materials on the Green Manufacturing Public Service Platform. Enterprises and parks are encouraged to select third-party agencies that have completed self-declarations. The industrial energy conservation and green development evaluation center released by our ministry is encouraged to participate in relevant evaluations. To improve the standardization and convenience of evaluation work, it is encouraged to use the Green Manufacturing Public Service Platform to conduct third-party evaluations for green parks (see Attachment 4 for details).
