Policies on the recycling and processing of waste home appliances are being supplemented and urgently need a complete system.

The "Regulations on the Recovery and Treatment of Waste Electrical and Electronic Products" (hereinafter referred to as the "Regulations") and supporting measures such as the "Measures for the Collection and Use of Waste Electrical and Electronic Product Recycling Funds" have been implemented alongside the home appliance trade-in policy for nearly a year, but the results of waste home appliance recycling and processing have not been significant. Recently, the China Household Electrical Appliances Research Institute released the "China Waste Electrical and Electronic Product Recycling, Processing and Comprehensive Utilization Industry White Paper 2012" (hereinafter referred to as the "White Paper"), which shows that the gap between the theoretical scrappage and the actual processing volume of electrical and electronic products in China in 2012 has significantly widened. In this regard, relevant experts said that the relevant policies on the recovery and treatment of waste electrical and electronic products are being gradually improved.
The list of enterprises receiving fund subsidies will continue to expand.
“Overall, the actual amount of funds collected is basically in line with expectations.” At the 2013 International Conference on Recycling and Treatment Technology of Electronic and Electrical Products and Extended Producer Responsibility System, Sima Yu, from the Ministry of Finance, introduced that since July 1, 2012, the customs department has started collecting waste electrical and electronic product processing funds from enterprises declaring imported electrical and electronic products, and the tax authorities collect the funds on a quarterly basis. The funds for the third and fourth quarters of 2012 and the first quarter of 2013 have already been collected.
Sima Yu believes that the introduction of supporting measures, especially the implementation of the fund subsidy policy, has enabled the waste electronic dismantling and processing industry to flourish with the support of policies. At the same time, through fund subsidies, the flow of waste electrical and electronic products has been changed. Regular processing enterprises have obtained subsidies through multi-channel recycling of "four machines and one brain" products (referring to televisions, refrigerators, washing machines, air conditioners, and microcomputers) from the market, effectively reducing the illegal dismantling by individual workshops.
It is understood that, according to relevant policies, the Ministry of Finance and the Ministry of Environmental Protection announced in two batches in July 2012 and February 2013 respectively the list of processing enterprises included in the fund subsidy program, totaling 64 enterprises. The "White Paper" shows that in 2012, the first batch of processing enterprises included in the fund subsidy program recycled and dismantled about 20.66 million units of 5 categories of products included in the first batch of the "Catalogue of Waste Electrical and Electronic Product Processing" (hereinafter referred to as the "Catalogue"). It is estimated that in 2013, processing enterprises can recycle and dismantle more than 30 million units of 5 categories of products.
It was revealed that the third batch of enterprises included in the fund subsidy program will be announced in due course. "Enterprises included in the fund subsidy program must meet three conditions." Ma Yu introduced that enterprises must not only obtain the waste electrical and electronic product processing qualification certificate issued by the municipal environmental protection department, but also be included in the development plan of each province (autonomous region, municipality), and be registered with the environmental protection department. In addition, they must also pass the on-site verification organized by the Ministry of Finance, the Ministry of Environmental Protection, the National Development and Reform Commission, and the Ministry of Industry and Information Technology, and be recognized as qualified.
At the same time, Ma Weicheng, from the Development Research Center of the State Council, revealed that the standardized dismantling and processing of other waste electrical and electronic products is also gradually being put on the agenda. Currently, the preparation of the second batch of catalogues is underway.
It is understood that the current reserve mainly includes digital products such as mobile phones, telephones, and cameras, as well as office supplies such as printers and copiers.
Imperfect channels are the biggest bottleneck.
On December 31, 2011, the home appliance trade-in policy, which lasted for two years, officially ended. Although six months later (July 1, 2012), the "Measures for the Collection and Use of Waste Electrical and Electronic Product Recycling Funds", formulated and issued in accordance with the "Regulations", came into effect, the standardized recycling and processing of waste home appliances in 2012 experienced a significant decline. Data from the "White Paper" shows that since 2009, the amount of waste electrical and electronic products processed in China has gradually increased, and the gap between the amount processed and the theoretical scrappage amount has gradually narrowed, from 48.52 million units in 2009 to 10.38 million units in 2011. However, in 2012, after the end of the trade-in policy, this gap immediately widened to 55.19 million units.
Tang Aijun, secretary-general of the Electronic Waste Recycling and Processing Branch of the China Association of Recycling Resources, believes that thanks to the implementation of the fund subsidy policy, the dismantling and processing industry has grown rapidly in recent years. However, because of this, the bottleneck effect of the recycling link has become increasingly obvious. An industry expert introduced that currently, among the dismantling enterprises nationwide, 90% or even a higher proportion are through individual households purchasing electronic waste. From this data, it can be seen that there is a lack of formal channels for the recycling of waste electrical and electronic products.
In this regard, Yin Hong, director of the Modern Circulation Development Division of the Department of Circulation Development, Ministry of Commerce, said that the implementation of the home appliance trade-in policy has effectively improved the proportion of professional and standardized home appliance recycling. However, after the end of the policy, because China's fund subsidy policy is implemented by subsidizing dismantling enterprises, the formal recycling system is difficult to maintain, so the recycling of waste home appliances has returned to the state before the implementation of the policy. At the same time, the "Regulations" do not have mandatory provisions on the qualifications of recycling enterprises, so relevant institutions find it difficult to supervise the entire industrial chain. "The number and types of waste electrical and electronic products are constantly increasing, and the pressure on recycling is constantly increasing, but a diversified, standardized, and harmless recycling system has not yet been established. The phenomenon of some individual recyclers dismantling on their own is very common, not only causing environmental pollution, but also leaving regular dismantling enterprises with nothing to work with." She said.
The reporter learned that the Ministry of Commerce began to build a recycling system for recycled resources in 2005 and 2006. In 2011, the General Office of the State Council issued the "Opinions on Establishing a Complete and Advanced Recycling System for Used Goods". In 2012, with the approval of the State Council, an inter-ministerial liaison conference system for the construction of a used goods recycling system was established, headed by the Ministry of Commerce and consisting of 22 units. However, some experts believe that the construction of this system has not made significant progress in the past two years. Although the Ministry of Commerce has issued relevant measures, it has not proposed detailed and operational management measures for any specific product. In fact, formal recycling channels for waste electrical and electronic products have not been truly established.
Urgent need to improve the construction of the recycling system.
At the beginning of 2012, Shen Danyang, spokesperson for the Ministry of Commerce, said that the Ministry of Commerce will continue to improve the recycling channels for waste home appliances formed under the home appliance trade-in policy, incorporate them into the pilot project for the construction of a used goods recycling system during the "Twelfth Five-Year Plan" period, and achieve large-scale and industrialized recycling and utilization of waste home appliances. At the same time, the Ministry of Commerce will cooperate with relevant departments to gradually establish a long-term mechanism to promote the recycling and processing of waste electrical and electronic products.
This year, the General Office of the Ministry of Commerce issued another notice, listing "striving for financial and tax policies, conducting pilot programs for key product recycling models, and organizing publicity" as this year's work priorities to further promote the construction of the recycled resources recycling system.
Yin Hong said that the Ministry of Commerce is also promoting the improvement of relevant laws and regulations, improving the recycling management system and policy system, and establishing an incentive mechanism for recycling enterprises. "In addition to dismantling and processing enterprises, sales enterprises should also join the recycling army." Yin Hong said that sales enterprises have online stores all over the country, and have unique advantages in home appliance recycling. It is hoped that relevant systems can play a regulatory and restrictive role.
Reporters learned that in order to improve the construction of the recycled resource recovery system, the Ministry of Commerce has successively identified three batches of pilot projects for the construction of the recycled resource recovery system. The Ministry of Commerce previously also proposed to actively cultivate leading recycling enterprises, and issued and implemented the "Medium and Long-Term Plan for the Construction of the Recycled Resource Recovery System (2012-2020)" in the first half of this year. "The implementation of the "trade-in" policy has formed a channel for recycling companies to directly deliver recovered waste home appliances to dismantling companies." Yin Hong said that in order to consolidate this achievement, the Ministry of Commerce is actively striving for relevant policies, and has also launched a demonstration project of "hundreds of cities and thousands of stores" for retail enterprises, hoping to use this demonstration project to promote energy conservation and emission reduction work in the retail industry, and to use the reverse logistics of retail enterprises to form long-term cooperation with dismantling enterprises.
