Notice of the Office of the Ministry of Industry and Information Technology on the Recommendation of the 2022 Green Manufacturing List

To implement the "14th Five-Year Plan" for Green Development of Industry and the Implementation Plan for Carbon Peak in the Industrial Sector, continuously improve the green manufacturing system, promote the green development of industry, and contribute to carbon peaking and carbon neutrality in the industrial sector, the 2022 Green Manufacturing List recommendation work is now being organized.

To the industrial and information technology departments of all provinces, autonomous regions, municipalities directly under the Central Government, separately planned cities, and the Xinjiang Production and Construction Corps:

In order to implement the "14th Five-Year Plan" for Green Development of Industry and the Implementation Plan for Carbon Peak in the Industrial Sector, continuously improve the green manufacturing system, promote the green development of industry, and contribute to carbon peak and carbon neutrality in the industrial sector, the 2022 annual green manufacturing list recommendation work is now being organized. Relevant matters are notified as follows:

I. Requirements for the 2022 Annual Green Manufacturing List Recommendation Work

Please follow the recommendation procedures clearly defined in the "Notice of the Office of the Ministry of Industry and Information Technology on the Construction of the Green Manufacturing System" (Ministry of Industry and Information Technology Circular [2016] No. 586, hereinafter referred to as the "Notice"), following the principle of "selecting the best and avoiding the mediocre", organize enterprises (including central enterprises, hereinafter the same), parks, etc. in this region to carry out application work, and select and determine the recommended list of green factories, green design products, green industrial parks, and green supply chain management enterprises in this region. Local governments are encouraged to establish and improve local green manufacturing benchmark cultivation mechanisms, publish provincial green manufacturing lists, and give priority recommendations to enterprises or parks included in the list.

In the past three years, those with the following circumstances shall not apply for the green manufacturing list: those that have not been operating normally; those that have had safety (including network security, data security), quality, environmental pollution accidents, tax evasion and other illegal and irregular behaviors (based on "Credit China" and "National Enterprise Credit Information Publicity System"); those that have been dynamically adjusted out of the green manufacturing list; those that have been found to have serious problems in the relevant inspection and supervision work of the State Council and relevant departments; those that have been included in the industrial energy conservation inspection and rectification list and have not completed the rectification as required; those that are dishonest subjects of execution, etc.

(I) Green Factories

Please refer to the "General Rules for Green Factory Evaluation" (GB/T36132-2018) to conduct self-evaluation and third-party evaluation. For those that have already published industry standards for green factory evaluation (can be viewed on the website of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology), self-evaluation and third-party evaluation should be carried out according to the requirements of the industry standards. The number of applications in each region will be determined according to factors such as the number of industrial enterprises above designated size.

In order to give full play to the leading role of green factories in energy saving and carbon reduction, the energy efficiency level of key energy-consuming industries should generally reach or be better than the benchmark values stipulated for relevant industries in the "Benchmark and Baseline Levels of Key Energy-Efficient Areas in High Energy-Consuming Industries (2021 Edition)" (NDRC Industry [2021] No. 1609) and the "Benchmark and Baseline Levels of Key Areas for Clean and Efficient Utilization of Coal (2022 Edition)" (NDRC Operation [2022] No. 559). For industries without specified energy efficiency benchmarks, they should generally reach or be better than the advanced values of the corresponding national energy consumption limit standards. In addition, the recommended green factories in each region should be benchmarked against existing green factories' green manufacturing level indicators, and the key indicators such as energy efficiency levels should be better than the existing green factories in the same industry in this region.

(II) Green Design Products

The scope and standards of green design products recommended this year can be viewed in the "Green Design Product Standard List" on the website of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology. Applications are limited to products with standards listed. Prepare a self-evaluation report for green design products according to the specific requirements of the standards.

(III) Green Industrial Parks

Various regions should organize industrial parks with good industrial foundation, sound infrastructure, and high green manufacturing levels to apply, and carry out self-evaluation and third-party evaluation in accordance with the relevant requirements of green park evaluation in the "Notice". The recommended green industrial parks are provincial-level and above industrial parks with product manufacturing and energy supply as their main functions, with industrial added value accounting for more than 50%, with statutory boundaries and scope, and with a unified management agency. National low-carbon industrial park pilot units are encouraged to carry out green industrial park construction work. Generally, no more than 3 green industrial parks will be recommended per region.

(IV) Green Supply Chain Management Enterprises

Various regions should organize chain-leading enterprises with great industry influence, strong operating strength, complete industrial chains, good green supply chain management foundation, and a leading role in the industrial chain to apply, and carry out self-evaluation and third-party evaluation in accordance with the relevant requirements of green supply chain evaluation in the "Notice". For the three industries of electronics and electrical appliances, machinery, and automobiles, self-evaluation and third-party evaluation should be conducted according to the "Evaluation Indicator System for Green Supply Chain Management Enterprises" (available on the website of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology).

Please submit the electronic version of the application materials (Attachments 1-5) to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) through the Industrial Energy Conservation and Green Development Management Platform (https://green.miit.gov.cn) before October 31, 2022.

II. Requirements for Dynamic Management of the Green Manufacturing List

Please strengthen the tracking guidance and dynamic management of enterprises or parks on the green manufacturing list, establish a regular reporting mechanism for key indicators of green manufacturing levels, organize enterprises or parks on the green manufacturing list to fill out the green manufacturing dynamic management form (Attachments 6-9) annually, and audit the various key indicators specified in the dynamic management form. For those whose key indicators of green manufacturing level do not meet the requirements of green manufacturing evaluation, on-site assessments will be organized, and dynamic adjustment opinions will be submitted to our department, and our department will adjust the list after comprehensive assessment. For safety (including network security, data security), quality, environmental pollution accidents, and tax evasion (based on "Credit China" and the "National Enterprise Credit Information Publicity System"), timely reports should be submitted to our department, and our department will remove them from the list.

Please submit the electronic version of the dynamic management form of the first six batches of green manufacturing lists to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) through the Industrial Energy Conservation and Green Development Management Platform (https://green.miit.gov.cn) before November 30, 2022.

III. Relevant Requirements for Third-Party Evaluation Institutions

Third-party evaluation institutions should conduct their work in accordance with the "Reference Procedures for Green Manufacturing System Evaluation" (Ministry of Industry and Information Technology Circular [2017] No. 564), be responsible for the authenticity and accuracy of the content and results of the evaluation report, and maintain independence from the self-evaluation activities of the applicant, and not participate in the preparation of the self-evaluation report. Evaluation agencies whose evaluation process is found to have falsified information or intentionally concealed problems of the evaluated party will be included in the blacklist and their evaluation results will not be accepted for three years.

Third-party institutions carrying out evaluations related to the green manufacturing system must meet the following basic conditions:

(I) Enterprises, institutions, and industry associations registered within the People's Republic of China and with independent legal person qualifications, with the experience and ability to conduct relevant evaluations;

(II) Having a fixed office location and office conditions for conducting evaluations, and a sound financial management system;

(III) Having no less than 10 full-time employees with intermediate professional titles or above engaged in green evaluations, including no less than 5 senior professional titles in related fields such as energy, environment, ecology, low-carbon, and life cycle assessment;

(IV) Evaluation agency personnel should abide by national laws and regulations and evaluation procedures, be familiar with relevant green manufacturing policies and standards;

(V) Having the ability to conduct evaluations in the fields of green factories, green industrial parks, and green supply chains, having led or participated in green manufacturing-related reviews, demonstrations, evaluations, or provincial-level and above scientific research projects, or national and industry standard development, and green manufacturing-related policy development in the past five years.

Third-party evaluation of the green manufacturing system is conducted by the applicant enterprise or park that independently entrusts the evaluation agency. To improve the quality of the evaluation, the total number of green manufacturing system evaluation projects (including green factories, green industrial parks, and green supply chain management enterprises) conducted by evaluation agencies of the same legal person (including related enterprises and institutions) in this batch shall not exceed 15. Our department will publicly release the pass rate of the third-party evaluation agencies.

Third-party agencies participating in the green manufacturing evaluation should submit the "Annual Work Report of Evaluation Agencies" (Attachment 10) in electronic form to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) via the Industrial Energy Conservation and Green Development Management Platform (https://green.miit.gov.cn) before October 31, 2022.

IV. Other Requirements

Various regions should summarize and recommend typical experiences. Our department will organize the publicity of advanced experiences and typical practices of units with prominent green characteristics and outstanding achievements, giving full play to the leading role of benchmarks. Encourage units on the green manufacturing list to continuously carry out green and low-carbon upgrading and transformation, publish green development or sustainable development reports, publicize advanced experiences and typical practices in green manufacturing, make commitments to green development, fulfill social responsibilities, and accept public supervision.
