Scrap cars transforming into "urban mines" still needs to accelerate

In recent years, with the expansion of the automobile consumer market, the number of civilian vehicles nationwide has been increasing year by year, and the number of scrapped vehicles in China has also been increasing year by year. However, deep mining of "urban mines" still faces many practical difficulties.
The National Bureau of Statistics website published the "2014 National Economic and Social Development Statistical Communiqué" on February 26. Data shows that at the end of 2014, the national civilian automobile ownership reached 154.47 million (including 9.72 million three-wheeled vehicles and low-speed trucks), a 12.4% increase compared to the end of the previous year. Among them, private car ownership was 125.84 million, an increase of 15.5%. Civilian car ownership was 83.07 million, an increase of 16.6%, with 75.9 million private cars, an increase of 18.4%.

On October 31, 2014, the General Office of the Shanxi Provincial People's Government issued the "Implementation Plan for the Elimination of Yellow Label Vehicles and Old Vehicles in Shanxi Province." In order to implement the "Implementation Plan for the Elimination of Yellow Label Vehicles and Old Vehicles in Shanxi Province" and the "Implementation Measures for the Elimination of Yellow Label Vehicles and Old Vehicles in Taiyuan City," and to better develop and utilize scrapped vehicles, this "urban mine," the Taiyuan Municipal Bureau of Commerce and other relevant departments have strengthened the supervision and management of scrapped vehicle dismantling enterprises in the city. The Taiyuan Scrapped Vehicle Waste Metal Recycling Association also provided vocational skills training for employees of scrapped vehicle dismantling enterprises.
However, deep mining of "urban mines" still faces many practical challenges.
Huge "Urban Mines" Strain Dismantling Enterprises
"Urban mines" is a figurative metaphor for the large-scale development of the recycling and reuse of waste resources. It refers to the recyclable steel, non-ferrous metals, precious metals, plastics, rubber, and other resources contained in waste electromechanical equipment, wires and cables, communication tools, automobiles, home appliances, electronic products, metal and plastic packaging materials, and waste materials generated during industrialization and urbanization.
Currently, China's economy is in a stage of rapid development, with a huge demand for mineral resources. Domestic mineral resources are insufficient and cannot support economic growth, and the dependence on foreign countries for important mineral resources such as iron ore is increasing. At the same time, China produces a large amount of waste resources each year, which, if effectively utilized, can replace some primary resources. Compared with primary resources, the recycling and reuse of "urban mines" such as scrapped vehicles has a shorter production process, can save a large amount of energy and resources, and can reduce environmental pollution, which is a win-win situation.
It is understood that from November 2014 to the end of April 2015, since the province launched the work of eliminating yellow label vehicles and old vehicles, the Taiyuan municipal scrapped vehicle inspection department has inspected nearly 20,000 scrapped vehicles in 3 enterprises with qualifications for scrapped vehicle recycling and dismantling. Among them, 8,909 vehicles were inspected at Shanxi Wuchuan Renewable Resource Utilization Co., Ltd., 5,908 vehicles at Taiyuan Municipal Materials Recycling Co., Ltd., and 4,970 vehicles at Shanxi Zhengtong Steel Resources Co., Ltd.
The nearly 20,000 scrapped vehicles constitute this "urban mine," which contains a huge amount of reusable resources. However, some scrapped vehicle dismantling enterprises in Taiyuan are facing a difficult situation. It is understood that the scrapped vehicle dismantling enterprises in our province still mainly use traditional business and dismantling methods. Most of them still dismantle scrapped vehicles into scrap steel and iron to sell for profit. However, with the downturn in the steel market in recent years, the prices of scrap steel and iron have also continued to fall, causing many scrapped vehicle dismantling enterprises to see a decline in profitability.
On May 21, relevant staff from the Shanxi Provincial Department of Commerce told reporters that judging from the situation of scrapped vehicle recycling last year, the condition of these scrapped vehicles has changed significantly compared to previous years. In the past, most of the scrapped vehicles recovered were dilapidated and unable to run; after the elimination of yellow label vehicles and old vehicles in Shanxi Province began in November last year, many of the recovered scrapped vehicles were still able to run, and parts such as doors, windows, and lampshades were still usable.
According to the development trend of the foreign automobile market, with the improvement of people's living standards and the continuous decline in new car prices, the condition of scrapped vehicles recovered in the future will be better and better. If some recyclable parts are still sold as scrap steel and iron, it will not only be a loss to the economic benefits of enterprises but also a waste of resources for the country.
Strengthening Management to Turn Scrapped Vehicles into "Treasure"
How to strengthen the supervision and management of these scrapped vehicles to ensure they enter the dismantling process, and how to maximize the reuse of scrapped vehicles, this "urban mine," has become an urgent problem that needs to be solved by relevant government departments and scrapped vehicle dismantling enterprises.
According to the "Regulations on the Recycling Management of Scrapped Vehicles" issued in June 2001, the state stipulates that scrapped vehicle dismantling enterprises should have a registered capital of no less than 500,000 RMB, be a general taxpayer according to tax laws; have a dismantling area of no less than 5,000 square meters; have the necessary dismantling equipment and fire-fighting facilities; have an annual recycling and dismantling capacity of no less than 500 vehicles; have no less than 20 formal employees, including no less than 5 professional and technical personnel; have no record of illegal business operations such as selling scrapped vehicles, scrapped "five major components," and assembled vehicles; and meet national environmental protection standards. At the same time, relevant regulations also require that scrapped vehicle dismantling should be carried out on hardened ground and in a factory environment.
On May 21, Cui Xiaojian, director of the Taiyuan Old Vehicle Management Center, said: "Scrapped vehicle dismantling enterprises should have no less than 5 professional and technical personnel. These professional and technical personnel refer to personnel who have received training and obtained vocational skills qualification certificates. From the current situation, most scrapped vehicle dismantling enterprises in Taiyuan generally have low cultural literacy, and there is a greater shortage of professional and technical personnel and managers who understand technology and can dismantle. These scrapped vehicle dismantling enterprises still use backward dismantling methods, which pose great safety hazards. At the same time, some scrapped vehicle dismantling enterprises also have problems with site conditions that do not meet national regulations, lacking hardened ground and factory buildings, which can easily cause surface water and groundwater pollution." For some substandard scrapped vehicle dismantling enterprises, Cui Xiaojian said that the Taiyuan Old Vehicle Management Center will work with other departments to strengthen supervision and management.
It is also understood that in order to better supervise scrapped vehicles entering the dismantling process, the Taiyuan Municipal Bureau of Commerce has also strengthened the management of "Scrapped Vehicle Recycling Certificates," requiring "one certificate per vehicle." At the same time, during the dismantling of scrapped non-operating vehicles by scrapped vehicle dismantling enterprises, the vehicle identification number (also known as the "chassis number") must be sealed on-site for periodic and irregular inspections by the Taiyuan Old Vehicle Management Center and the scrapped vehicle inspection team, to prevent scrapped vehicles from re-entering society and causing safety hazards.
While strengthening the supervision and management of the scrapped vehicle dismantling industry, in order to improve the technical level of technical management personnel in scrapped vehicle dismantling enterprises, standardize the vocational skills level and operation procedures of personnel in the scrapped vehicle dismantling industry, and strengthen the awareness of refined dismantling, safe production, and environmental protection, according to the "Regulations on the Recycling Management of Scrapped Vehicles" promulgated by the State Council in June 2001, and with the approval and entrustment of the China Association of Recycling and Reuse of Renewable Resources, the Taiyuan Scrapped Vehicle Waste Metal Recycling Association, together with Taiyuan Xin Xing Business Vocational School, held the first Scrapped Vehicle Recycling and Dismantling Technician Certification Training Class in Taiyuan. More than 30 trainees from various scrapped vehicle dismantling enterprises participated in the training. After completing the training, these trainees will receive vocational skills qualification certificates issued by the Ministry of Human Resources and Social Security.
In the future, as more and more technicians with professional skills qualification certificates emerge, it is believed that the dismantling of scrapped vehicles in Taiyuan City will develop in a more refined and environmentally friendly direction.
China's economy is developing rapidly, but the resulting waste resources are increasing, causing great difficulties for people, but also containing huge amounts of recyclable resources. The "urban mines" formed by waste resources are a "double-edged sword." If used well, they can make up for the shortage of native resources; if not, they will cause secondary pollution to the environment. Only more scientific management, more refined operations, and more reasonable layouts can transform these waste resources into treasures, making them truly reusable "urban mines."
