The Ministry of Environmental Protection (MEP) yesterday released the 2014 handling of reports received via the "12369" environmental hotline. The number of cases handled in 2014 decreased by 497 compared to 2013. However, the proportion of reports related to air pollution increased instead of decreasing, and the increase was larger than in 2013. The MEP's explanation for the increase in air pollution reports in 2014 is that pollution from water and solid waste is more easily perceived as air pollution; investigations revealed that 64% of cases with environmental violations involved actual air pollution.

   The total number of reports handled in 2014 decreased by 20% compared to 2013.
  In 2014, the MEP's "12369" environmental hotline received 1463 public reports. In 2013, this figure was 1960. Based on the data from the past three years, the number of public reports handled was highest in 2013. The 2013 figure was 26% higher than the previous year, while 2014 saw a 25% decrease compared to 2013.
  Wang Canfa, a professor of environmental law at China University of Political Science and Law, believes that the decrease in complaints may be related to the current economic transformation. Some polluting projects have been stopped, reducing pollution complaints, and stricter law enforcement has also reduced complaints. In addition, "various places are now paying more attention to environmental protection and ecological civilization construction, resulting in fewer illegal construction projects, less pollution, and fewer complaints."
 

Air pollution accounted for 78% of reports.
  "Air pollution remains the primary cause of public reports." MEP data shows that in 2014, 1194 reports involved air pollution, 452 involved water, 362 involved noise, 65 involved solid waste, and 8 involved project approvals. Reports involving air pollution accounted for 78% of the total, a 5% increase compared to 2013.
  This is the second consecutive year that air pollution reports have accounted for an increasing proportion of the total number of reports handled, according to the MEP. In 2013, air pollution reports accounted for 73% of the total, a 1% increase compared to 2012. The MEP explained at the time that "in recent years, air pollution problems have become prominent, especially with the focus on haze and PM2.5, leading to increased public attention and a year-on-year increase in the proportion of reports."

Hebei's ranking in the number of reports falls out of the top five nationally.
  The top five provinces in terms of the number of reports in 2014 were Henan (174), Shandong (149), Jiangsu (112), Hubei (97), and Guangdong (95). The combined number of reports from these five provinces accounted for 43% of the national total. The MEP pointed out that the situation of frequent reports in the central and eastern regions has not yet been reversed. "Based on past experience, these five provinces have consistently ranked among the top in terms of the number of reports. Nationally, the ten cities with the most reports are all located in these five provinces."

  In 2013, Hebei Province ranked first in the total number of reports handled, with Baoding (57), Shijiazhuang (50), Cangzhou (47), Tangshan (42), and Langfang (39) being the five cities with the most reports nationwide. In 2014, the situation of high report numbers in Hebei Province changed. Not only did the province's ranking fall out of the top five nationally, but the cities within Hebei also fell out of the top ten. Baoding, which had the highest number of reports within the province, ranked tenth nationally.
  

A landfill in Shenzhen received over 200 reports in one month.

The Beijing Youth Daily reporter noted that since April 2014, the MEP has increased its efforts to deal with repeated reports, naming 11 companies that were repeatedly reported by the public. Among them, the Xiaping landfill in Luohu District, Shenzhen, Guangdong Province, received over 200 reports. The MEP stated that the Shenzhen municipal government's plan to expand the landfill's third phase sparked strong opposition from nearby residents, and in June 2014, the "12369" hotline received over 200 reports from local residents regarding odor issues and opposition to the project expansion.
