The General Administration of Quality Supervision, Inspection and Quarantine recently issued a document to standardize the inspection of imported waste at the landing site and cross-regional inspection issues.

The notice indicates that the General Administration of Quality Supervision, Inspection and Quarantine has upgraded the "China Imported Waste and Raw Materials Pre-shipment Inspection Electronic Management System (PSI System)". The new system will be officially launched on May 16, 2015. According to the newly upgraded PSI system, starting from May 16, 2015, all inspections must strictly follow the new regional management regulations. The location of cargo inspection must be consistent with the inspection agency, and on-site inspections will be cancelled in principle.

Recently, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) issued a notice (AQSIQ letter [2015] No. 138) concerning the launch of the new "China Import Waste and Raw Materials Pre-shipment Inspection Electronic Management System."

The notice indicates that the AQSIQ has upgraded the "China Import Waste and Raw Materials Pre-shipment Inspection Electronic Management System (PSI system)", and the new system will be officially launched on May 16, 2015. According to the upgraded PSI system, starting from May 16, 2015, all inspections must strictly follow the new regional management regulations; the location of cargo inspection must be consistent with the inspection agency, and on-arrival inspections are generally cancelled.

The notice clarifies that for import waste and raw materials, pre-shipment inspection certificates with inspection dates after May 16, 2015, will be strictly subject to the new "China Import Waste and Raw Materials Pre-shipment Inspection Electronic Management System."

Specifically:

1. On-arrival inspections are not allowed for shipments with a loading date after May 16.

2. Cross-regional inspections are not allowed for inspections with a date after May 16.

All AQSIQ branches and import waste and raw materials pre-shipment inspection agencies will strictly implement the regulations on pre-shipment inspection and port arrival inspection and quarantine supervision of imported waste and raw materials.
