To implement the overall deployment of the 2015 Action Plan for Industrial Transformation and Upgrading, cultivate new economic growth points, accelerate the promotion and application of advanced and applicable technologies and products in the resource recycling industry, explore new mechanisms and models for the development of the resource recycling industry, give full play to the leading role of demonstration projects, and improve the overall level of the resource recycling industry, the Ministry of Industry and Information Technology has decided to organize the construction of a batch of major demonstration projects for resource recycling.

The scope of demonstration projects includes resource recycling such as waste steel, waste non-ferrous metals, waste tires, waste plastics, waste oil, waste textiles, construction waste, waste electrical and electronic products, and scrapped vehicles. The full text of the notice is as follows:
I. Main Areas
Scope of demonstration projects: Resource recycling such as waste steel, waste non-ferrous metals, waste tires, waste plastics, waste oil, waste textiles, construction waste, waste electrical and electronic products, and scrapped vehicles.
II. Construction Requirements
(1) Comply with national industrial policies, relevant industry access conditions for comprehensive resource utilization, and clean production requirements.
(2) The company's business is in good condition, with no losses in the past three years.
(3) Core technologies are advanced, mature, and reliable. Waste resources are utilized in a high-value and high-quality manner. The recycling rate of major recycled resources is high, the added value of products is high, the technology content is high, and the market competitiveness is strong.
(4) The equipment and facilities used are advanced, complete, and operate stably. The automation level of recycling and utilization is high, the energy utilization efficiency is high, the economic benefits are good, and the demonstration effect of equipment industrialization is obvious.
(5) Environmental protection measures are complete, clean production processes are used, there is a strict environmental management system, environmental protection indicators meet relevant standards, and there have been no major environmental accidents in the past three years.
(6) Prominent scale effect. The scale of demonstration projects for waste steel processing should be no less than 200,000 tons/year, the scale of demonstration projects for waste non-ferrous metal recycling should be no less than 100,000 tons/year, the scale of demonstration projects for comprehensive utilization of waste plastics and waste tires should be no less than 100,000 tons/year, and the scale of demonstration projects for other industries should be no less than 50,000 tons/year.
(7) The demonstration project is advanced and leading in the industry and has a significant demonstration and promotion effect. It is prioritized in the regional energy conservation and environmental protection industry development plan.
III. Organization and Implementation
(1) Application and Recommendation. Enterprises apply independently and submit the "Basic Information Form of the Applicant Unit" and application materials to the provincial industrial and information technology authorities as required. The provincial industrial and information technology authorities organize experts to review and submit the list of projects that have passed the review and the summarized application materials to the Ministry of Industry and Information Technology. The number of demonstration projects reported by each province and city should not exceed 3 in principle (types are not repeated).
(2) Determination of Demonstration Projects. The Ministry of Industry and Information Technology organizes experts to review the submitted application materials and determines the list of major demonstration projects for resource recycling, taking into account factors such as regional and industry balance. After the announcement, the list of major demonstration projects for resource recycling will be released.
(3) Strengthen Policy Support. The central and local governments will strengthen coordination and cooperation to jointly promote policy support for the construction of demonstration projects. Actively implement tax preferential policies to support resource recycling, utilize existing funding channels such as technological transformation and clean production, and prioritize the construction of demonstration projects. The Ministry of Industry and Information Technology will include technologies, processes, and equipment with good implementation effects and advanced applicability in demonstration projects in the national list of encouraged technologies, processes, and equipment, promoting the organic combination of demonstration and promotion.
(4) Strengthen Process Management. All levels of industrial and information technology authorities should strengthen supervision and management of demonstration projects to ensure that demonstration projects strictly implement national industrial policies, environmental protection, and occupational safety regulations and standards. The Ministry of Industry and Information Technology will conduct irregular inspections. For those that do not meet the requirements, they will be ordered to rectify within a time limit. For those that still do not meet the requirements after rectification, their demonstration project qualifications will be revoked.
(5) Carry out Summary and Promotion. The Ministry of Industry and Information Technology will organize the exchange and promotion of major demonstration projects for resource recycling with good implementation effects, organize the release of typical model cases of major demonstration projects for resource recycling, and carry out publicity and promotion through various media such as on-site promotion meetings, television, newspapers, and the Internet.
