The "Internet Plus" wave is stimulating the development potential of various industries. Recently, a reporter from the Securities Daily learned that the "2015 Circular Economy Promotion Plan" (hereinafter referred to as the "Plan"), formulated by the National Development and Reform Commission, will also leverage the internet. The Plan clearly proposes to "promote and guide innovation in recycling models, explore the model and path of "Internet + Recycling", and actively support the development of new recycling methods such as intelligent recycling and automatic recycling machines."

The Plan clearly proposes "promoting and guiding innovation in recycling models, exploring the model and path of "Internet Plus Recycling", and actively supporting the development of new recycling methods such as intelligent recycling and automatic recycling machines."
According to reporters from the Securities Daily, the exploration of the "Internet Plus Recycling" model will be jointly promoted by the Ministry of Commerce and the National Development and Reform Commission. The Plan clearly encourages the use of modern information means such as the internet, big data, the Internet of Things, and public information management platforms to carry out information collection, data analysis, and flow monitoring, optimize network layout, achieve the integration of online recycling and offline logistics, build a scientific and efficient reverse logistics system, and promote the upgrading of enterprises' automated and refined sorting technology and equipment.
The Plan requires that, with resource-efficient and cyclical utilization as the core, efforts should be made to build a circular industrial system and promote the development of circular economy at the regional and social levels; using the promotion of typical circular economy models as a lever to improve the development level of circular economy in key areas; vigorously promoting the concept of circular economy and promoting a green lifestyle; strengthening policy and institutional supply, creating an open, fair, and just policy and market environment, further playing the role of circular economy in economic transformation and upgrading, and striving to complete the various goals of the circular economy proposed in the "Twelfth Five-Year" Plan Outline, as well as the goals and tasks proposed in the "Circular Economy Development Strategy and Near-term Action Plan."
At the same time, the Plan requires accelerating the construction of a circular industrial system, mainly involving the construction of industrial, agricultural, service industries, as well as parks and regional circular development. It will promote the development of circular economy at the regional and social levels, improve the development level of circular economy in key areas, and highlight infrastructure construction in conjunction with the needs of steady growth. For example, the Plan requires the formulation of "Guiding Opinions on Promoting the Development of Biomass Energy Heating", accelerating the introduction of standards for molded fuels, molding equipment, biomass boilers, engineering construction, and boiler emissions, implementing biomass molded fuel boiler heating projects, and constructing 120 large-scale advanced biomass boiler heating projects in the Beijing-Tianjin-Hebei-Shandong, Yangtze River Delta, and Pearl River Delta regions to replace coal-fired boiler heating; orderly promoting biomass heat and power cogeneration in major grain-producing areas, encouraging the transformation of conventional biomass power generation into heat and power cogeneration, and exceeding 1 million kilowatts of heat and power cogeneration capacity by the end of 2015.
In terms of financial and tax support, the Plan requires the study and improvement of the "Catalog of Corporate Income Tax Incentives for Environmental Protection Special Equipment", "Catalog of Corporate Income Tax Incentives for Energy-Saving and Water-Saving Special Equipment", and "Catalog of Corporate Income Tax Incentives for Environmental Protection and Energy-Saving and Water-Saving Projects". It will promote the adjustment and improvement of value-added tax policies for resource comprehensive utilization products and services. At the same time, banking financial institutions will increase financial support for enterprises and projects that meet the requirements of circular economy development; strictly restrict any form of new credit support for enterprises and projects that do not comply with national industrial policies, market access standards, and national environmental impact assessment and emission requirements. Encourage and guide banking financial institutions to increase credit support for technological transformation in areas related to the circular economy. Accelerate the research of green financial policies such as green bonds and market-based carbon emission mechanisms.
