The Ministry of Commerce holds a regular press conference; the Taobao Green model is recognized

On April 28, 2015, at a press conference held by the Ministry of Commerce, spokesperson Shen Danyang responded to 10 sensitive issues that had drawn significant attention from domestic and international media. The fourth question raised concerned the continuous decline in prices of major recycled materials due to the impact of the international market environment and the persistent decrease in domestic market demand, suggesting that the recycling industry was facing difficulties. In response to media inquiries about the development of the national recycled resource recovery industry, the Ministry of Commerce spokesperson Shen Danyang released the "China Recycled Resource Industry Development Report (2015)" (hereinafter referred to as the "Development Report"), compiled by the China National Resources Recycling Association.

The fourth question raised the impact of the continuous decline in international market conditions and domestic market demand, resulting in a continuous decline in the prices of major recycled materials, making it seem that the recycling industry is facing difficulties. The media hoped for an introduction to the development of the national recycled resource recovery industry. In response, Ministry of Commerce spokesperson Shen Danyang released the "China Recycled Resources Industry Development Report (2015)" (hereinafter referred to as the "Development Report"), compiled by the China National Resources Recycling Association.

 

  The Development Report details the development status and trends of China's recycled resource recovery industry, focusing on key recycled materials. It also studies the recovery situation of various major recycled materials and key regions. Through domestic and international and inter-regional comparisons, it showcases the comprehensive situation and latest developments of the recycled resource industry and predicts and forecasts the development trends of the recycling industry in 2015. According to the report, 2015 is the final year of the 12th Five-Year Plan and a crucial period for China's economy to smoothly transition to a new growth stage. Macro policies need to adapt to the current trend of regulation and remain vigilant against short-term unexpected shocks, keeping economic fluctuations within a relatively small range. It is expected that the total amount of recycled resources recovered in China in 2015 will increase slightly; the prices of some recycled resources will continue to fluctuate and decline; traditional recycled resource enterprises will face even greater difficulties; some recycled resource recovery enterprises with innovative business models will continue to emerge; mergers and acquisitions among enterprises will further accelerate, playing a positive role in resolving overcapacity; and the "Internet+" approach will inject new vitality into traditional recycled resource recovery.

 

  According to the Development Report, by the end of 2014, the total amount of recycled resources in China in ten major categories, including waste steel, waste non-ferrous metals, waste plastics, waste tires, waste paper, waste electrical and electronic products, scrapped vehicles, scrapped ships, waste glass, and waste batteries, was approximately 245 million tons, a year-on-year increase of 4.2%. Among them, the largest increase was in waste plastics, with a year-on-year increase of 46.4%, while the largest decrease was in scrapped ships, with a year-on-year decrease of 56.4%.

 

Several representative recycled resource recovery enterprises were recommended by the Ministry of Commerce in this report, including Shenzhen Taolu Information Technology Co., Ltd.'s Internet-based approach to recycling old mobile phones, which integrates an online recycling trading platform, a second-hand mall platform, a dismantling material trading platform, and a points system, and has been recognized by the Ministry of Commerce.

 

  Shen Danyang stated that the total amount of recycled resources in China will increase slightly this year, the prices of some recycled resources will continue to fluctuate and decline, mergers and acquisitions among enterprises will further intensify, the "Internet+ recycling" business model will promote the transformation and upgrading of the traditional recycling industry, and innovative recycling enterprises will face challenges while gaining new development opportunities.

 

In recent years, due to the continuous increase in labor costs, some recycling enterprises have gradually shifted from traditional manual labor to intelligent recycling and automated sorting. For example, some recycling enterprises in Beijing have installed intelligent recycling machines for beverage bottles in subways, airports, schools, and shopping malls, allowing waste to enter the green recycling process from the source. Some companies in Shanghai have imported advanced waste glass automatic sorting lines from abroad, reducing labor costs while greatly improving the refinement and standardization of sorting and increasing the comprehensive utilization rate of recycled resources. In addition, with the increase in industry restructuring, mergers and acquisitions, and listings, the industry concentration has further increased, and the recycled resource recovery industry is increasingly favored by the capital market.

  

  According to Shen Danyang, in the face of a relatively severe external development environment since last year, Chinese recycled resource recovery enterprises have boldly innovated, and the entire industry has shown new vitality against the trend. The "Internet+ recycling" financial model is gradually emerging, especially in the field of waste electrical and electronic products, where some enterprises have explored and adopted scientific and characteristic recycling methods. For example, Taolu.com has created a third-party trading service platform mainly for recycling old mobile phones, building an online service platform and offline service system, creating an "Internet+ recycling" model of online waste disposal and offline logistics, gradually changing the small, scattered, and poor status of traditional recycling.

  2015 is the year of the full implementation of the revised Environmental Protection Law. It is expected that the total amount of recycled resources in China will increase slightly, the prices of some recycled resources will continue to fluctuate and decline, and mergers and acquisitions among enterprises will further intensify. The "Internet+ recycling" business model will promote the transformation and upgrading of the traditional recycling industry, and innovative recycling enterprises will face challenges while gaining new development opportunities.
