Additionally, collectors without hazardous waste certificates who privately open and grind three-way catalysts are also under strict investigation. This has made it very difficult to carry out the recycling business of used three-way catalytic converters, as collection is illegal. The existing hazardous waste management measures cannot realistically solve the compliance issues at the collection end, and there are no specific guiding policies for management. Individual collectors and collecting enterprises basically do not have hazardous waste operation licenses or collection certificates for hazardous waste from social sources of used three-way catalytic converters, making it impossible to carry out formal hazardous waste transfers, further leading to a lack of supervision over hazardous waste flow.

The collection end is unable or unwilling to issue a 3% value-added tax invoice, which makes it impossible for the recycling end to have input invoices, and this also limits the connection between formal collection and recycling to some extent.

In response, the Precious Metals Working Committee of the China Material Recycling Association has continuously held conference calls to report the situation and discuss solutions with major enterprises in the industry, summarizing suggestions for the dynamic revision of the hazardous waste catalog and the exemption list. The current management status of used three-way catalytic converter recycling has been reported to relevant national ministries and commissions, and the communication situation with relevant ministries and commissions has been promptly conveyed to member enterprises. The Precious Metals Working Committee believes that in the absence of clear hazardous waste management policies for the collection and recycling of used three-way catalytic converters, and without a fully compliant path, the entire industry should suspend the collection and recycling of used three-way catalytic converters to avoid risks. The Precious Metals Working Committee will closely communicate with relevant ministries and commissions to negotiate the introduction of a buffer management method as soon as possible during the suspension of used three-way catalytic converter recycling, until the corresponding management policies are officially issued.
