The 15th China Precious Metals Industry Development Forum, hosted by the Precious Metals Industry Committee of the China Materials Recycling Association, was held from December 1 to 3 in Huangshan, Anhui.

This forum was held under the repeated impact of the pandemic. The organizers, along with the Anhui epidemic prevention department and the conference hotel, made comprehensive epidemic prevention arrangements to ensure the safety of the venue and the smooth travel of the conference representatives. The organizers negotiated with local epidemic prevention departments and funded the arrangement for a nucleic acid testing hospital to send doctors to conduct nucleic acid tests for all conference representatives at the forum venue.

 

 

In the opening speech of the forum, Bian Jiang, the head of the Precious Metals Industry Committee of the China Material Recycling Association, mentioned that due to travel restrictions caused by the pandemic, more than a hundred representatives were unable to attend the meeting. The 260 representatives present were the smallest number in recent years, but the organizers arranged substantial meeting content and activities during the conference, hoping that the representatives would have a pleasant and rewarding experience together. The policies and regulations that have the greatest impact on the development of the precious metals industry are tax policies and environmental policies. In the past three years, the precious metals industry has encountered multiple tax and environmental issues. The organizing committee invited key management personnel from relevant ministries and experts involved in regulatory formulation to provide comprehensive explanations for participating enterprises.

 

 

Jin Dongsheng, the deputy director of the Taxation Scientific Research Institute of the State Administration of Taxation, presented a report on several issues regarding value-added tax in the precious metals industry, focusing on silver export tax rebates, the supervision of mixed exports of high-value raw materials such as platinum and palladium with silver, value-added tax preferential policies and rebate ratios for recycled resources, invoice management, and suggestions for resolving issues related to social source waste materials without input invoices.

Wei Honglian, the chief engineer of the Solid Waste Management Center of the Ministry of Ecology and Environment, provided an in-depth explanation of environmental management in the precious metals recycling industry, focusing on industry policies, supervision, and key environmental issues in enterprise production and operation. Policies related to hazardous waste transfer management, hazardous waste certificate applications, hazardous waste identification, exclusion, and export are crucial for the healthy and orderly development of the precious metals recycling industry. Chief Engineer Wei suggested that the association lead industry enterprises to actively participate and focus on solving the industry's difficult problems.

 

 

Wang Ting, manager of Heraeus Precious Metals, Deng Weibin, head of the Asia-Pacific region of the World Platinum Investment Association, Jiang Jicheng, China manager of the market research department of Johnson Matthey Precious Metals, Nix Cavallis, managing director of Metal Focus, Liu Zhenzhen, global marketing director of the International Platinum Association, and Li Kun, general manager of Yongxing Precious Metals, each provided in-depth explanations of the latest applications, supply and demand, and development trends of precious metals from different perspectives.

 

 

Qian Ting, managing director of Johnson Matthey's Efficient Natural Resources Division in China, presented a report on the hydrogen economy and platinum group metals. In the one-hour report, he comprehensively elaborated on the important role of hydrogen energy in China's carbon neutrality strategic planning, and the applications of platinum, iridium, and other platinum group metals in water electrolysis for hydrogen production and fuel cells, providing a wealth of valuable data for raw material suppliers and waste recycling and refining companies.

 

 

Focusing on the upcoming explosive growth of waste vehicle exhaust catalysts, Sun Yuan, manager of the precious metals department at Nanjing Jinli Testing, explained the analysis technology of automotive catalysts—interference control. Fan Zhihai, operations director of Pasteur Instruments, explained the application of handheld spectrometers in the precious metals industry.

 

 

 

 

After the forum, the Precious Metals Industry Committee of the China Material Recycling Association held a discussion meeting with member enterprises to study and focus on solving environmental issues in production operations. Li Yongmin, the head of the vice president unit, Qian Ting, and heads of various member units participated in the discussion, proposing solutions to the problems encountered in reality. Bian Jiang stated that they would immediately start formulating solutions and arranging the division of labor among enterprises after the meeting to jointly promote compliant operations and healthy development in the industry.
