China's Recycling Industry Development Report (2025) Releases

On April 14, 2025, the "Green Consumption and Recycling Industry Development Theme Event" co-organized by the Circulation Industry Promotion Center of the Ministry of Commerce and the Department of Commerce of Hainan was grandly held in Haikou, Hainan. The event brought together government departments, industry associations, leading enterprises and experts and scholars to jointly explore the path of high-quality development of the recycling industry through policy interpretation, report release and industry dialogue.
On April 14, 2025, Haikou hosted the Green Consumption and Recycling Industry Development Forum, co-organized by the Ministry of Commerce's Circulation Industry Promotion Center and the Hainan Provincial Department of Commerce. The event convened government officials, industry associations, corporate leaders, and academics to advance recycling sector innovation through policy analyses, white paper presentations, and expert roundtables.
Mr. Li Jialu, Director of the Circulation Industry Development Department at China’s Ministry of Commerce, delivered a keynote address at the forum. He recognized substantial advancements in China’s renewable resource recycling sector, highlighting its synergy with consumption upgrading initiatives. The Ministry will fully implement the Central Committee’s strategic directives by optimizing nationwide recycling infrastructure, modernizing processing facilities, and strengthening fiscal policy frameworks to accelerate industry transformation. Cross-departmental collaboration will underpin these systemic efforts to institutionalize sustainable resource circulation.

During the green recycling industry dialogue session, Xu Junxiang, Chairman of CRRA, proposed that under the strong promotion of policies such as the "Action Plan for Promoting the Replacement of Old Consumer Goods for New Ones", various regions have accelerated the construction of recycling systems for renewable resources, not only continuously innovating in recycling models, but also achieving deep integration with urban service networks. Leading enterprises have actively participated in the layout of the entire chain, and financial resources have also provided targeted support.

Mr Xu believes that as the country pays more attention to green development and circular economy, the recycling industry will receive more policy and financial support, and the industry will usher in a climax of technological innovation. In addition, in recent years, consumers' attention to green, low-carbon and sustainable development has continued to increase, and the market demand for recycled products has continued to grow, especially in the fields of automobiles, home appliances, building materials, etc. The application prospects of recycled products are broad, which will provide more development opportunities and market space for the recycling industry.

Release of China's Renewable Resources Recycling Industry Development Report (2025)
At the event, CRRA officially released the China Recycling Industry Development Report (2025). The report shows that in 2024, the scale of the recycling industry in China will continue to expand, with the total recycling volume reaching 401 million tons, a year-on-year increase of 6.5%, and the recycling value reaching 1.33 trillion yuan. Among them, scrap steel is still the main recycling, accounting for more than 60%; benefiting from the implementation of the old-for-new policy for consumer goods, the recycling volume of waste electrical and electronic products and scrapped motor vehicles has increased significantly. The report emphasizes that policy dividends and technological innovation are driving the industry to accelerate its transformation towards intensive and systematic directions, providing managers with important decision-making references.

The event concluded successfully. Moving forward, CRRA will strategically leverage its institutional platform to enhance the renewable resource recovery framework. Through piloting replicable operational models and establishing industry benchmarks, the association will facilitate sector-wide standardization and scaling, with the ultimate goal of developing a circular economy ecosystem aligned with global sustainability standards.
