The 8th China Precious Metals Recycling International Forum Convenes

The 8th China Precious Metals Forum International was held in Binhai New Area of Tianjin. This forum brought together more than 200 enterprises engaged in the production and operation as well as relevant business of precious metal from over 10 countries, including the Fortune 500 companies Heraeus, BASF, Sinopec, Bayer, Anglo American, Shell, Volkswagen, Dow Chemical, Mitsui and Jiangxi Copper.

This forum was sponsored by the Precious Metal Recycling Committee of China National Resources Recycling Association, the committee Secretary-General Bian Jiang talked with the reporter that precious metal was the spirit of the industry and the strategic resource of China. China was the country with the highest demand for precious metals and the poorest level of precious metals, especially platinum group metals (PGMs), which was mostly obtained by means of importing and secondary renewable resources recycling. We should have knowledge of resources and cherish them. The renewable resource was the development path of China precious metal industry and an important guarantee for the industrialization process. Currently, the policy involving the recycling and processing of precious metal was not clear. The relevant state government agencies were accelerating the formulation and revision of relevant policies and regulations, and the Committee also took an active part in it, so as to guide the healthy development of China precious metal industry.

Dr. Ai ZhouPing, director of Heraeus Precious Metals (China), co-organizer of the forum, during his speech has mentioned following: China's 12th Five-Year Plan provides great opportunities for the precious metal application. Presently, the fact that China has the highest level of precious metal consumption all over the world also brought opportunities for the development of renewable precious metals. As a 160-year enterprise with a dominant position in the global precious metal market, Heraeus was willing to share its accumulated experience with counterparts of the same industry for mutual learning and common improvement, so as to work together to promote the development of China’s precious metal industry.

Lei Wen , Chief of the Ministry of Industry and Information Technology pointed out in the forum that China precious metal industry was characterized by its late starting, non-standard development and unbalanced scale, which posed a noticeable gap compared with international recycling enterprises. In order to promote a good development of China precious metal industry, the Ministry of Industry and Information Technology would work together with relevant government sections and Precious Metals Recycling Committee to focus on cultivating a group of leading enterprises, establishing a batch of demonstration project, formulating the industry access system and regulating the industry from such aspects as the enterprise scale, process, technology, equipment, environmental protection and resource recycling rate. Meanwhile the Ministry of Industry and Information Technology would collaborate with such government sections as the Development and Reform Commission, the Department of Commerce, the areas of finance, industry and commerce, taxation, environmental protection and customs to increase efforts to support excellent qualified enterprises and eliminate backward unqualified ones, so as to elevate the overall level of the precious metal industry.

As the scrap of precious metal was mostly classified as hazardous waste, the recycling industry of precious metal was closely related to environmental protection. The Ministry of Environmental Protection was now drafting the part of environmental protection in the 13th Five Year Plan to formulate and revise the industrial standard, rules and regulations related to the recycling industry of precious metal. Aiming at the hotspot issues of the forum-the list revision and transfer system of hazardous waste, Sun Shaofeng, dean of the Hazardous Waste Management Office of the Ministry of Environmental Protection indicated that: the hazardous waste list had being revised, added the special item of “spent catalyst”, clearly defined previously vague items and classifications, especially the fact that waste ternary catalysts would be listed as hazardous waste. As there was no enterprise with the recycling category of specializing in the recycling of waste ternary catalysts among over 1,700 enterprises with the License of Hazardous Waste, and the field would become blank with a broad market prospect if waste ternary catalysts were listed as hazardous waste. Those enterprises that previously were engaged in the recycling and smelting of ternary catalysts needed to apply for a license in order to continue to operate and produce, which would affect the original pattern of recycling and smelting of waste ternary catalysts to a great extent.

Long Shaohai, chairman of China National Resources Recycling Association, told the forum that in the following work of PMRC, the committee would cooperate with excellent enterprises, together with such sections as the Ministry of Industry and Information Technology, the Ministry of Environmental Protection, the Ministry of Finance, and State Administration of Tax to discuss the development ideas of precious metal industry, collaborate with government sections to formulate relevant laws, regulations, standards, gradually improve various systems, accelerate the construction of enterprise credit system, and work together to promote the stable development of China precious metal business, save resources, protect the environment, and ensure industrial production.
