Nanjing 2015 Precious Metals Working Conference

On June 9, 2015, the Precious Metal Recycling Professional Committee of the China Resource Recycling Association (hereinafter referred to as the Association) held the "2015 China Precious Metals Working Conference" (member meeting) in Nanjing. 45 companies and 62 people participated, and Bian Jiang, the vice chairman and secretary-general of the association, presided over the meeting. All vice-chairman units attended, and seven member units were absent.
Bian Jiang, vice chairman and secretary-general of the association, delivered a work report on the association's work in the first half of the year and the work arrangements for the second half of the year. In order to create an efficient and flexible work mechanism and better serve enterprises and industry development, the association has gradually formed a pattern of enterprise collaborative management of the association. Participating in the association's work, some enterprises undertake specific tasks, and each member unit and vice-chairman unit shoulders the mission of industry development. Most members provided constructive opinions on the functions of the association and the establishment of industry status.
The precious metal recycling industry has increasingly attracted the attention of relevant national ministries and commissions. The Pollution Prevention and Control Department of the Ministry of Environmental Protection submitted an application for work needs to the Department of Science and Technology Standards, aiming to formulate "Emission Standards for Pollutants from Comprehensive Utilization of Precious Metals" for enterprises engaged in the recycling and processing of precious metals. Our association and the Technical Standards Committee of the Ministry of Environmental Protection will undertake the drafting and formulation of the standards. Environmental standards are different from other standards and have legal effect. The formulation of this standard can effectively crack down on small and poor enterprises and encourage enterprises to improve their processes and reduce pollution during production.
The symposium discussed the impact of new or upcoming policies on enterprises. Of particular concern is the possibility that waste three-way catalytic converters may be classified as hazardous waste. This policy will affect enterprises engaged in the recycling, trade, and processing of waste three-way catalytic converters, and the entire pattern will undergo a huge change.
Enterprises engaged in trade at the symposium analyzed the price trend of precious metals. Due to changes in the situation of international producers and industrial demand, the prices of platinum group metals are in a downward trend. This analysis serves as a reference for business operations.
Some enterprises believe that operating profits are too low, and the sales profit of platinum group metals is only a few cents per gram, far less than the profit from selling cabbage. We believe that the main reasons for the low profit are the price war among sales enterprises and the impact of smuggled goods. The association will work with major enterprises to study feasible methods to effectively protect the interests of enterprises.
The conference focused on the discussion of precious metal finance (precious metal banks, leasing, trusts, etc.). There are two viewpoints among the participating enterprises: 1. Feasible. Foreign countries already have similar mature financial products and corresponding supporting institutions. As the country with the largest consumption of precious metals, China should also launch corresponding products to serve economic development. There is a large demand for precious metal financial business enterprises, which can reduce enterprise costs, reduce the occupation of a large amount of funds, and is conducive to the rapid development of enterprises. In recent years, small-scale precious metal leasing businesses have also emerged, which can be operated on a small scale and experimented with; 2. Due to many factors such as capital volume, sources of goods, interest rates, interest, price fluctuation risks, warehousing, guarantees, management, and financial knowledge, the difficulty is too great, and it is not suitable for operation in China's current economic environment. Bian Jiang, vice chairman of the association, believes that for new things, everyone has no experience, and various difficulties will be encountered during the period, and the difficulty is enormous. However, the development of precious metal finance is in line with China's economic development and the interests of enterprises. We will unswervingly promote it, learn from advanced foreign experience, and bring in powerful institutions to participate in the joint development of a new world for China's precious metal industry.
At the conference, various enterprises spoke one after another, objectively explaining some difficulties encountered in the operation of formal enterprises due to policy and regulatory factors, the important role of precious metals in the national economy, the strategic status, and the current situation of the development of China's precious metal industry. They put forward good suggestions on strengthening the role of industry associations and promoting industry development. The meeting unanimously passed the "China Precious Metal Recycling Industry Self-Discipline Initiative" initiated by the association based on the current situation of the industry. Only by consciously abiding by all enterprises can the healthy and orderly development of the industry be maintained.
