The Meeting for Soliciting Opinions on the Collection and Storage Standards of Waste Three-way Catalytic Converters was held

On August 8, a meeting to solicit opinions on the Group Standard for the Collection and Storage of Waste Three-Way Catalytic Converters/Agents, compiled by the Precious Metals Industry Committee of the China Association of Recycling Resources, was held in Dezhou.
On August 8th, a meeting for soliciting opinions on the "Group Standard for Collection and Storage of Waste Three way Catalysts/Agents" was held in Dezhou, China, chaired by the CPMIC.

Representatives from 12 institutions, industry experts, and 52 enterprise representatives who participated in the formulation and writing of the standard attended the consultation meeting. Bian Jiang introduced the background and significance of the standard formulation to the participating representatives, as well as an analysis of some key aspects. The representative of the main participating units in the drafting of the standard, Jian Zhuming, Chairman of Yunlong County Platinum Precious Metal Technology Co., Ltd., and Huang Zhiyu, Deputy General Manager of Guiyan Resources (Yimen) Co., Ltd., read out the entire content of the standard to the meeting and answered any questions from experts who participated in the solicitation of opinions.

Guo Yuwen, a researcher at the Chinese Academy of Environmental Sciences, made the first round of revision suggestions, revising the terminology, definitions, referenced documents, technical requirements, performance indicators, risk prevention and control of the standard one by one. According to the work plan of the Ministry of Environment, Dr. Liu Guoliang from the Hazardous Waste Department of the Solid Waste Management Center of the Ministry of Ecology and Environment has made the second round of revisions. The attending companies expressed their opinions and engaged in in-depth and multi-dimensional discussions on difficult and vague expressions.
After soliciting opinions, Bian Jiang has made work arrangements and division of labor, requiring the working group to revise this standard according to the suggestions of the attending experts; For words that are difficult to determine, we need to brainstorm and determine the most appropriate expression; For the technical aspect, it is necessary to organize experts to conduct on-site inspections and demonstrations of the operation steps and production environment, ultimately forming high-quality standards that are scientific, rigorous, applicable, and popular. Bian Jiang stated that this solicitation of opinions included domestic and foreign investment, as well as state-owned and private enterprises. Almost all enterprises involved in the recycling and refining of waste three-way catalysts participated, and other leading enterprises in the precious metal industry also participated in the solicitation of opinions. The purpose is to enable the entire industry to have a deep understanding of our group standard development process, which is strictly completed in accordance with national standard procedures and regulations. Every link, every word, and punctuation has been determined through multiple rounds of argumentation and consideration, and after multiple rounds of revision, the widest range of opinions have been collected before finalizing and publishing. Such standards can only be adopted and applied by enterprises and government management departments.
Wang Yonggang, Secretary General of the Waste Plastic Branch of the China Association for Material Recycling, introduced some experience in medical waste traceability management to the conference representatives. The 2019 315 Evening Gala exposed the illegal recycling of medical plastic waste, which was transformed into food bags, children's toys and other products and flowed into the national market, causing serious impacts on people's health and serious pollution to the environment during the production process. This incident has aroused strong social attention. After multiple studies, a traceability management system recognized by the National Health Commission, the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Commerce, and the State Administration of Taxation has been developed. Each bag of medical waste is labeled with a QR code or chip, with clear flow and easy management of waste production, recycling, and utilization processes. The Secretary General of the Border Region believes that this traceability management model has been successfully implemented and has strong operability. It can be fully introduced into the supervision of the recycling of three-way catalytic converters from waste vehicles, in response to the requirements of the new solid waste law for the full process monitoring and information-based traceability management of hazardous waste, to prevent unlicensed illegal traders from participating in recycling, to accurately count the number of waste three-way catalytic converters from social sources that are difficult to count, to eliminate the layer by layer price increase of illegal collectors, and to provide licensed enterprises with first-hand sources of goods, thereby improving profitability. The traceability system is linked to the national tax authorities, and there can be substantial breakthroughs in applying for and solving the problem of input tax invoices for the recycling of waste three-way catalytic converters. This constructive proposal has been widely recognized and supported by the participating companies. Some companies expressed their willingness to join this work and jointly promote the management of waste three element traceability at the meeting.
