Notice on Further Promoting the Informatization of Hazardous Waste Environmental Management Work

In order to implement the requirements of the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" and the "Implementation Plan for Strengthening the Supervision and Utilization of Hazardous Waste Disposal Capacity Reform," and to further enhance the level and capability of environmental management information for hazardous waste, as well as to provide convenient information services for relevant units dealing with hazardous waste, the following matters are hereby notified.
Notice on Further Promoting the Informatization of Hazardous Waste Environmental Management
Ecological and Environmental Departments (Bureaus) of Provinces, Autonomous Regions, and Municipalities Directly Under the Central Government, Ecological and Environmental Bureau of the Xinjiang Production and Construction Corps:
In order to implement the requirements of the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" and the "Implementation Plan for Strengthening the Supervision and Utilization and Disposal Capacity of Hazardous Waste," further enhance the level and capability of hazardous waste environmental management informatization, and provide convenient informatization services for relevant units dealing with hazardous waste, the following matters are hereby notified.
1. Continue to Promote the Informatization of Hazardous Waste Environmental Management
(1) Standardize the online declaration of hazardous waste-related materials. Units generating hazardous waste should regularly declare the types, quantities, flow, storage, disposal, and other related materials of hazardous waste through the National Solid Waste Management Information System (hereinafter referred to as the National Solid Waste Information System) established and operated by the Ministry of Ecology and Environment in accordance with national regulations. Units that use the National Solid Waste Information System to establish electronic management ledgers for hazardous waste should confirm the automatically generated declaration reports and submit them online to complete the declaration.
(2) Achieve unified management of electronic transfer orders for hazardous waste. Units transferring hazardous waste should fill out and operate electronic transfer orders for hazardous waste through the National Solid Waste Information System. The hazardous waste transfer orders will be uniformly numbered by the Ministry of Ecology and Environment through the National Solid Waste Information System, and the hazardous waste-related information in the transfer orders will be linked to the hazardous waste management plans filed in the National Solid Waste Information System. The transfer trajectory of hazardous waste should be recorded through the National Solid Waste Information System and associated with the electronic transfer orders.
(3) Implement paperless operation for cross-province transfer of hazardous waste. The provincial ecological and environmental departments of the origin and receiving areas for cross-province transfer of hazardous waste should exchange relevant materials for cross-province transfer applications through the National Solid Waste Information System, strictly adhering to the relevant time limits for applications and responses, and implement a fully paperless operation for the entire process of cross-province transfer applications to improve the efficiency of cross-province transfer approvals.
(4) Standardize online reporting of centralized utilization and disposal of hazardous waste. Units holding hazardous waste operating licenses should report the utilization and disposal of hazardous waste truthfully through the National Solid Waste Information System in accordance with national regulations. Units that use the National Solid Waste Information System to establish electronic management ledgers should confirm the automatically generated reports and submit them online to complete the report.
(5) Standardize the informatization management of hazardous waste export-related businesses. Units generating hazardous waste that intend to export hazardous waste should fill in the relevant information on the hazardous waste they intend to export in the hazardous waste management plan through the National Solid Waste Information System; for hazardous waste that has been exported, they should report the actual export situation truthfully through the National Solid Waste Information System in accordance with the requirements of the "Approval Management Measures for Hazardous Waste Exports" and other regulations.
(6) Strengthen the online reporting of medical waste disposal capacity. Provincial and municipal ecological and environmental departments should report on the construction of medical waste collection, transfer, and disposal systems, as well as collaborative emergency disposal capacity construction, through the National Solid Waste Information System by December 31 each year.
2. Promote the Improvement of Intelligent Supervision Level of Hazardous Waste Environment
(1) Encourage the development of Internet of Things environmental supervision for hazardous waste. Provincial and municipal ecological and environmental departments can use integrated intelligent monitoring methods such as electronic scales, video surveillance, and electronic tags based on local conditions to promote the realization of full-process monitoring and informatization traceability of hazardous waste.
(2) Develop online trading platform construction for hazardous waste and pilot third-party payment. Regions with conditions are encouraged to select certain categories of waste to carry out the construction of online trading platforms for hazardous waste collection, transfer, utilization, and disposal, as well as pilot third-party payment, exploring the establishment of a "three-in-one" system for the flow of funds, logistics, and information for hazardous waste.
(3) Deepen the pilot work for the collection and transfer of waste lead-acid batteries. Local ecological and environmental departments at all levels should guide and supervise relevant units to use the dedicated information platform for waste lead-acid battery collection and disposal in the National Solid Waste Information System to truthfully record relevant information, in accordance with the requirements of the "Pilot Work Plan for the Centralized Collection and Cross-Regional Transfer System for Lead-Acid Battery Production Enterprises" and the "Notice on Continuing the Pilot Work for the Centralized Collection and Cross-Regional Transfer System for Lead-Acid Battery Production Enterprises," exploring new models for informatization supervision of hazardous waste.
3. Further Strengthen the Connection and Application of the National Solid Waste Information System
Local ecological and environmental departments at all levels should strengthen the promotion and application of the National Solid Waste Information System, guiding and supervising relevant units to submit relevant data through the National Solid Waste Information System; the hazardous waste environmental management-related information systems built based on local conditions should strictly achieve real-time connection with the National Solid Waste Information System in accordance with relevant requirements, ensuring the authenticity, accuracy, and completeness of the connected data, and gradually realize the acquisition of basic data from the National Solid Waste Information System, strengthening the interconnection with the enterprise environmental information disclosure system and others. Provincial ecological and environmental departments should summarize and analyze the generation, transfer, and utilization and disposal of hazardous waste in the administrative region for the previous year through the National Solid Waste Information System and submit it in writing to the Ministry of Ecology and Environment by April 30 each year, while also copying the Solid Waste and Chemical Management Technical Center of the Ministry of Ecology and Environment (hereinafter referred to as the Solid Management Center).
Local ecological and environmental departments at all levels should focus on the application of the National Solid Waste Information System as a key point in the assessment of standardized environmental management of hazardous waste; the hazardous waste-related information in the National Solid Waste Information System should be the main basis for daily environmental supervision, law enforcement inspections, and environmental statistics; an information communication mechanism between departments should be established to promptly transfer and strictly investigate and deal with illegal clues such as enterprises falsely reporting, omitting, or concealing hazardous waste-related information discovered in daily environmental supervision.
The Ministry of Ecology and Environment entrusts the Solid Management Center to guide local ecological and environmental departments in the informatization of hazardous waste environmental management and intelligent supervision-related technical work, jointly building, operating, and maintaining the National Solid Waste Information System with the Information Center of the Ministry of Ecology and Environment, ensuring the stable operation of the system and network information security.
