The National Development and Reform Commission recently revised and released the new version of the "Guidance Catalog for Industrial Structure Adjustment (2024 Edition)", which will officially take effect on February 1, 2024. The "Catalog" consists of three categories: encouraged, restricted, and eliminated. Any items that fall outside these three categories but comply with relevant national laws, regulations, and policies are classified as allowed and are not included in the "Catalog".

The National Development and Reform Commission recently revised and released the new version of the "Guidance Catalog for Industrial Structure Adjustment (2024 Edition)" which will officially take effect on February 1, 2024. The "Catalog" consists of three categories: encouraged, restricted, and eliminated. Items that fall outside these three categories but comply with relevant national laws, regulations, and policies are classified as allowed and are not included in the "Catalog." The relevant content and requirements for the precious metals industry are summarized as follows:

I. Policy Orientation of the "Catalog"

(1) Promote the high-end, intelligent, and green development of manufacturing. Encourage green technology innovation and the development of green and environmental protection industries, and advance energy conservation and carbon reduction in key areas and green transformation.

(2) Consolidate the leading position of advantageous industries. Accelerate the transformation and upgrading of traditional industries, increase the proportion of advanced production capacity, and effectively expand the supply of high-quality products.

(3) Accelerate the filling of gaps in areas related to security and development. Enhance the supply guarantee capacity of strategic resources to ensure the security of energy resources and important industrial and supply chains.

II. Definition of Encouraged Categories in the "Catalog"

The encouraged category mainly refers to those that have an important promoting effect on economic and social development, are conducive to key technological innovation, achieve high-level self-reliance and self-improvement; facilitate the cross-regional transfer of industries, promote coordinated regional development; are beneficial for the conservation and intensive use of natural resources and the green low-carbon transformation of industries, assisting in carbon peak and carbon neutrality; projects that meet the benchmark levels in the new version of the "Benchmark Levels and Reference Levels for Energy Efficiency in Key Industrial Fields" are managed according to the encouraged category.

III. Encouraged Categories in the "Catalog"

1. Renewable Energy Utilization Technologies and Applications: Solar thermal power generation collection systems, research and development and industrialization of high-efficiency low-cost solar photovoltaic power generation technology.

2. Hydrogen Energy Technologies and Applications: Development and application of renewable energy hydrogen production, hydrogen transportation, and high-density hydrogen storage technologies and equipment.

3. Comprehensive Utilization of Nonferrous Metals: Efficient, energy-saving, low-pollution, large-scale recycling and comprehensive utilization of renewable resources.

4. New Materials: Ultra-pure rare metals and target materials, lightweight alloy materials for high-end manufacturing such as advanced medical equipment, precious metal materials, biomedical materials, catalytic materials, etc.

5. Development and production of special glass manufacturing technologies required in aerospace and aviation fields, glass forming and surface functionalization technology and equipment development.

6. Innovative development of high-end medical devices: High-performance medical imaging equipment, AI-assisted medical devices, technology development and application of high-end implantable interventional products.
